The saying Whom the gods would destroy, they first make mad, sometimes given in Latin as Quos Deus vult perdere, prius dementat (literally: Those whom God wishes to destroy, he first deprives of reason) or Quem Iuppiter vult perdere, dementat prius (literally: Those whom Jupiter wishes to destroy, he first deprives of reason)

This is Hermann Brill (9 February 1895 – 22 June 1959) a German resistance fighter against the Nazi party. Brill was a politician who was opposed Hitler’s rise to power “at any time, anywhere and under every circumstance.” He was a member of the German Social Democrats Party but left when their failure to oppose the Nazis became an embarrassment. He formed a resistance group called the Duetsch Volksfort. He was later imprisoned in the Buchwald concentration camp. After World War II he helped form the Constitution of the New German Republic and later became a professor of political science.

This is Jeffrey Dahmer (May 21, 1960 – November 28, 1994), another brainwashed semi zombie harvesting souls. He attempted crude lobotomies on some of his captives and preserved and/or consumed some of their body parts. He is known to have committed at least 17 murders. He was diagnosed as a psychotic. He died in 1994, beaten to death by a fellow inmate.
Dahmer incorrectly believed his victims would be under his control in their next lifetime. The giant using him is the one who gained control over the souls harvested, just as he had gained control over Dahmer himself; through brainwashing him between lifetimes and as a child.
They use the souls of those who where their enemies in the past for these efforts, knowing they will be eventually caught. This is an attempt to demonize enemies of the NSDAP and their giant sorcerer gods in Mordor.
