Why didn’t Congress refuse to pass the budget? It was an opportune time to leverage the removal of ICE from US cities. The ICE circus shot citizens, tear gassed peaceful protesters, sent people to countries they are not from, and basically pissed everyone off. Their big show has sent many of the real criminals off to hide; stealth is not their forte.

Coming from a position of power is the only way to deal with tyrants. Refusing to pass the budget is a position of power. Passing all of the budget except one part allows the slimeballs to extend the argument, suck power from it, and in the end carry on with their agenda anyway.
